Applying for a student driver’s permit in the Philippines

Applying for a student driver’s permit is so easy if you have the knowledge about your eligibility and requirements, know where to apply, and know its procedures.   

But remember and always put in mind, driving is not for fun, but a big responsibility that should be taken seriously because it's between life and death of you and other people. So, if think you're ready to take the risk, then you should take the first step by applying for a student driver permit.

You are eligible for applying student driver permit if you are:

For Filipino Citizen
  • At-least sixteen (16) years old
  • Physically and mentally fit to operate a motor vehicle
  • Able to read and write in Filipino or English
For Non-Filipino Citizen
  • At-least sixteen (16) years old
  • Able to read and write in Filipino or English
  • Have arrived in the Philippines at-least one month prior to the date of application and can show evidence from BID or DFA that the applicant will stay in the country for at least five months from the date of application

Requirements for applying student driver’s permit:

For Filipino Citizen
  • Original and photocopy of birth certificate
Note: If birth certificate is unavailable, any two will suffice:Joint affidavit of two disinterested persons who know the applicant and who can attest to his/her age and identity accompanied by non-availability of record from NSO or local civil registry office.
  • Any legal document to prove his age and identity such as GSIS, SSS, Passport or any government issued ID.
  • Taxpayer’s Identification Number (TIN), if employed
  • A filled out application for driver’s license (ADL) 
For Non-Filipino Citizen
  • Original and photocopy of passport with visa duration of at least five months from the date of application
  • A filled out application for driver’s license (ADL) 
  • Any of the following:
  • Valid alien certificate of registration (ACR).
  • Original and photocopy of birth certificate, if born in the Philippines.
  • Original and photocopy of school ID, if student.
Note: Applicants under 18 years old needs a parent’s or guardian’s written consent with a photocopy of an ID card as proof of identity. If parent or guardian is not present, the written consent must be notarized.

Venue for applying student driver’s permit:

You can apply at any licensing center or district office with new driver’s license transactions. If you are a foreign applicant that lives in Manila, you can apply at the Licensing Section of LTO East Avenue, Quezon City.

Procedures for applying student driver’s permit:

  • Go to the Customer Service Counter to get your checklist of requirements and secure a Driver’s License Application Form. Get a queue number.
  • When your number is called, go to the evaluator counter and submit all the required documents to have it checked for completeness and authenticity.
  • When your name is called, go to where your photo and signature will be taken.
  • Go to the cashier to pay the fees and to obtain an official receipt (OR).
  • Proceed to the releasing counter with the OR and claim the student driver’s permit.

Facts about student driver's license

  1. You can apply for a Non-Professional Driver’s License after one (1) month. 
  2. You can apply for a Professional Driver’s License after five (5) months.
  3. Student Driver’s Permit will expire after (1) year.
